Richard P. Nelson

Mr. Nelson returned to private practice in 2007 and again represents health care providers with regarding to licensure, Medicare and Medicaid survey and certification, Medicare and Medicaid reimbursement, and health care compliance programs. He also represents clients in contract and other dealing with the Nebraska Department of Health and Human Services. Mr. Nelson is a 1964 graduate of the University Of Nebraska College Of Law. He is admitted to practice before the United States Supreme Court, the United States Courts of Appeals of the 8th and the District of Columbia Circuits, the United States District Court (Nebraska) and the Nebraska state courts. Throughout his legal career, Mr. Nelson has been active in public service and community activities. He has served as a Commissioner of the Nebraska Accountability and Disclosure Commission, a trustee of the Nebraska Environmental Trust, a Commissioner of the City of Lincoln Charter Revisions Commission, and a member of the Boards of Directors of the People’s City Mission Foundation, the People’s City Mission Free Medical Clinic, and the Homestead Girl Scout Council,. He is active in his church where he has served as Chairman of the Church Council.
The Governor of Nebraska appointed Mr. Nelson a member of the Nebraska Health and Human Services System Policy Cabinet in 1999, where he served until the close of 2006. During that same time, from 1999 through October 2004, he served as Director of the Department of Regulation and Licensure, which licensed health care professionals and facilities and certified health care facilities for participation in the Medicare and Medicaid programs. From November 2004 through 2006, he served as Director of the Department of Finance and Support, which was the Medicaid Single State Agency. He is co-author of the Nebraska Medicaid Reform Plan. Mr. Nelson served as a Minority Counsel to the United States Senate Judiciary Committee in 1967 and 1968 and as Legislative Assistant to United States Senator Roman L. Hruska in 1969. He has been active in the practice of health care and administrative law throughout his private practice career. Mr. Nelson has been an active member of the American Health Lawyers Association and its predecessor organization since 1976.
